HIPAA Notice of Privacy Practices for Urgent Care Centers
Urgent care centers and walk-in clinics that accept insurance are HIPAA covered entities. The high volume of first-time patients — and the walk-in format — creates a practical challenge for NPP distribution. This guide covers the requirements and how urgent care operators can stay compliant efficiently.
Quick facts for urgent care centers
- Any urgent care that submits electronic insurance claims is a HIPAA covered entity
- The NPP must be provided at the patient's first visit — typically at check-in
- Post the NPP in the waiting area and on your website (both required)
- Multi-location chains under one legal entity can use one NPP for all sites
- Your NPP must be updated to the HHS February 2026 model
NPP distribution in a walk-in context
Urgent care's walk-in model means you see a higher proportion of first-time patients than a primary care practice. HIPAA requires that you provide the NPP at first service — which, for urgent care, is the first check-in visit. Best practices:
- Check-in packet. Include the NPP in the standard check-in paperwork for all new patients
- Kiosk or tablet intake. If you use digital intake kiosks, include the NPP as a required screen during check-in with an acknowledgment tap
- Waiting room posting. Display the NPP prominently — not just in a pamphlet rack, but on the wall
- Return patients. You do not need to re-provide the NPP to returning patients unless it has materially changed since their last visit
- Documentation. Keep records of NPP distribution — especially acknowledgments — even when the volume is high
Multi-location urgent care considerations
Urgent care chains often operate many locations under varying legal structures. The NPP follows the legal entity:
- Single legal entity, multiple locations: one NPP applies to all locations. List all locations on the NPP or reference that the NPP applies to all sites of the organization.
- Franchise model: each franchisee entity that is separately incorporated needs its own NPP. Confirm legal structure with your attorney before relying on a franchisor's NPP.
- Acquired locations: if you acquire an urgent care practice, the NPP of the acquired practice is typically superseded by your organization's NPP on the acquisition closing date.
What your urgent care NPP must include
- Uses and disclosures — treatment, payment, and healthcare operations including referrals and coordination with emergency services
- Patient rights — access, amendment, restriction requests, accounting of disclosures, confidential communications
- Privacy Officer contact information
- Complaint procedure with HHS OCR information
- Effective date and supersede date if replacing a prior version
Frequently Asked Questions
Do urgent care centers need a HIPAA NPP?▼
Yes. Urgent care centers that accept insurance and submit electronic claims are HIPAA covered entities. The NPP is required by 45 CFR § 164.520 and must be provided at first service and posted in the facility.
Do we need to provide the NPP to every walk-in patient?▼
Yes, at the patient's first visit. Returning patients only need to receive a new NPP when your notice has materially changed. Keeping records of first-visit NPP distribution is important for HIPAA compliance documentation.
Is posting the NPP in the waiting room enough?▼
No. Waiting room posting and website posting are both required, and patients must also receive a copy at first service (not just see it posted). Acknowledgment of receipt should be documented in the intake record.
My urgent care uses a digital check-in kiosk — can we deliver the NPP digitally?▼
Yes. The NPP can be displayed on a check-in kiosk and acknowledged with a tap or signature. This satisfies both the distribution and acknowledgment requirements under HIPAA if the patient can read the full NPP and confirm receipt in the kiosk flow.
